As the article this quote was gleaned from makes apparent the trials and tribulations of Iraq aren't over. Sunni participation guarantees domestic political discord. But compared to the vast sectarian violence that plagued Iraq two years ago that's small potato's. This is what we in the non-political world refer to as progress.
