The United Arab Emirates holds the sixth largest portion of the earths oil reserves and the third highest GDP per capita. By 2015 the UAE will, apparently, have completed the planets greenest city.
A company of the United Arab Emirates (UAE) vowed to build the world's greenest city with zero-carbon, zero-waste and car-free, local newspaper Khaleej Times reported on Sunday.
Under a Sustainability Action Plan, UAE's Abu Dhabi Future Energy Company (Masdar) will finish the project by 2015 with its partner and adviser, the World Wide Fund for Nature (WWF), an international nongovernmental organization.
The six-square-kilometer project, named "Masdar City", will be located near Abu Dhabi International Airport, and is claimed to be the world's first zero-carbon, zero-waste and car-free city.
We have it on good authority that upon completion the city will be awarded the Nobel Peace Prize, an Oscar, a Webelos badge and a herd of incredibly confused caribou.

I remember some news in the last year that China was also working on fuel-efficient cities somewhere within their borders.
All this reminds me of Barnett and his prophecy that the New Core would ultimately be the leading edge in technology and society.
Curtis, via the New Core, some discussion in the same light. Barnett's vision of the SysAdmin in light of a softening NATO seems to point to both New and Seam states as the benefactors should his strategy, or even some semblance of it (see Afghanistan) become a reality.
